The Joint Committee on Finance of the Wisconsin Legislature is reviewing AB-40, the Governor’s Budget Proposal. The current budget goes through June 30, 2013. The Legislature will enact a budget for the two years from July 1, 2013 through June 30, 2015. The committee will hold four public hearings about the budget in April in the Milwaukee area, Green Bay, Wisconsin Dells area and Western Wisconsin.

Last week, Gov. Walker announced his plan to change eligibility requirements for BadgerCare and decline the extension under the Affordable Care Act (“ObamaCare” or ACA). The ACA provides access to health care for many people with disabilities who don’t meet the strict test for Medical Assistance eligibility under current law. Under the ACA, more people with disabilities would be eligible for care. Because of a U.S. Supreme Court decision, our state government must adopt this new standard or it will not apply in Wisconsin. Adoption could mean a windfall of $675 million per year for each of the next several years.

A month after the Sandy Hook massacre, the administration released its plan and New York passed a gun control measure. Media discussions about addressing gun violence continue. All too often, the discussions suggest that acting based on disability or illness will protect us from violence.
Nationally, organizations like the National Disability Leadership Alliance (NDLA) urge policy-makers to avoid bias against people with disabilities. The disability organizations note that “as people with disabilities, we have much at stake in this process and its ultimate outcome.”

Our nation mourns last week’s massacre in Newtown, Connecticut. While we mourn, many of us have been wondering what we can and should do as a society to prevent this senseless destruction. While looking for solutions, we must not legalize more discrimination against people labeled with “mental illness.”

Since the election, there has been a lot of talk in Washington and the media about a “fiscal cliff.” This is because of the 2010 deal to reduce the deficit. One aspect, “sequestration,” will affect all appropriations for discretionary funding and other government programs, including cuts to military programs and domestic programs like Medicare. To give an idea of how the cuts will affect the economy, look at one small area, Rehabilitation Services, in which Wisconsin faces $4.5 Million in cuts.

A group of people with disabilities in Madison is working to hold an annual Disability Pride event. They are building on work in a number of cities that hold parades and other events annually, usually in July, to celebrate the diversity of people with disabilities. The Madison Disability Pride group is holding a contest to develop a logo that will be used to promote the event.

The NorthCentral Advocacy Group (NAG), from Midstate Independent Living Consultants, partnered with other organizations in the “Everyone Has a Place Campaign,” to restore public transportation services to the village of Weston. The efforts of this diverse, grassroots coalition was a resounding success. Yesterday Weston residents voted overwhelmingly in favor of a referendum that will restore public transportation services for the village.
